1997 THE BEGINNING OF A NEW CYNO IN EUROPE
In 1977 the government of the European community regulated for the very first time a guideline that would help the unification of all the countries members of the former European Common Market, referred to the transit, commercialization and unification of origin books referred to purebred animals alive. This guideline is mandatory for every country member of this Federation.
It was precisely that year 1977 when lots of kennel clubs and organizations, from all over the European territory, that had been managing their own stud books realized that there as a w ay to independence, a way of freedom, interchange and basically based in respect; besides, the influence of new technologies that started by that time to slowly come out, helped to lead a plural Cynology that is on the right track to globalization. Those visionaries, who started to hold discreet meetings, more than 30 years ago, could never imagine how important their ideas are currently.
In 1990 the guideline was reformed. It had a great repercussion because it consolidated the criteria of unification of those clubs and organizations that had been holding meetings annually from 1977 either in Spain, Italy or Germany.
In 1991 the European Government modified and improved the former guideline. The new guideline 174/91 UE categorically says: “no one can prohibit, restricts or interferes in the transit of purebred animals throughout the European territory; it does not matter whether a public or private organization is”. Freedom had come! There could not be a monopoly any longer; it was absolutely prohibited by the Treaty of Rome
Due to the new legal frame in Europe, every country member has to enforce the law. That meant an independent cyno in Europe. It was then, when a cynology movement started in Spain led and promoted by Mrs. Maria Eugenia Ribelles.
We really want to welcome everyone to this new, respectful, global and international Cyno, where everyone is important.
HOW IMPORTANT EUROPEAN GUIDELINES ARE
We have recently received plenty of mails asking for further information about breeding legislation and commercialization of purebred animals in Europe.
We will regularly be giving you information and we will mention the whole legislation of Europe that regulates the management of stud books. These books must be handled by Official Kennel Clubs.
On the 25th July 1977 the guideline 77/504/CEE states on its first article what a stud book is. From that moment presidents of European Canine Organizations started to hold discreet meetings in order to anticipate themselves to new changes coming referred to the management of stud books.
On the 26th June 1990 the guideline 90/425/CEE specified that borders would disappear in Europe to allow free transit of animals alive.
On the 25th March 1991 the guideline 91/174/CEE estates: “Exchanges and commercialization of purebred animals, its sperm, its ovules or embryos cannot be prohibited, restricted or interfered for zootecnical (breeding) or genealogical reasons (pedigree)

OUR EVOLUTION “LA GLOBAL CYNO”
Many years had gone by, exactly 30, when we became an important majority, due to the new legislation and the union of lots of Kennel Clubs and organizations. Actually, changes about purebred animals breeding regulations were very useful.
Every negotiation, transposition and enforcement of European guidelines had been consolidated and helped strengthen the project of a global Cyno all over the European territory.
But what a surprise!! Different points of view about what is the right concept of a proper breeding dog procedure, always respectful with different criteria; A globalization that already existed and became real thanks to the internet and social movement that started in Murcia (Spain) headed by Maria Eugenia Ribelles “The Royal Cyno”. This allianz became unstoppable and has expanded all over the world.
IMPORTANT DATES OF ALIANZ
1991.- guideline 174/91 was approved and all borders in Europe disappeared and it was decided the unification of sanitary controls to allow free transit of live animals throughout the European territory. 1992.- Transposition of the guideline 174/91 EU RD 391/92 in Spain.
